Need help, not sure what it is called, possibly a flash small item to add to web page

I have my own website, and have found on another a really cool think, that I would like to have on my site. I believe it is called a flash, but am not sure. I have no idea how to do it or get it to work correctly on my site. The site that has it disables right click (but the code doesn't say much - at least I can't figure it out! I'm a florist and dog breeder, not computer wiz so I need help with this. This I will call it a "pop out" is very small when you open the page. It is on the left side of the screen, and if you cross over it, it moves out into the screen. It also follows you all the way down if you can scroll down. It features: Print this page, Add to my favorites, Tell a friend and Contact Us with icons for them as well. I would like it in a Green/Purple, with the sizes pretty well the same as it shows. ## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
I need this in a simple, strait forward way to apply to my web pages. Like I said, I'm not a computer wiz. I can do some stuff, but this is just over my head and would prefer to have a professional design and make it work. I would like to have it as soon as possible.
## Platform
Run in Windows XP, all 6.0 + versions of Internet Explorer and 2.0 + versions of Firefox, as well as most search engines/web sites. - Just make it work, please! I use Dreamweaver 8 as my web designer software.
