getting cvs data from 3rd party site

I need to get some data into my database from another site. The data on that site is in the form of a .cvs file... The problem is that I have to login to my members account on that site once I do that then I have to select a date rage and then click the download button. I need this done in an automated fashion. The script once accessed by a visitor should login to the 3rd party site update my database with any extra info that has been added on since the last time. Then promt the user to enter his members id. If his members id contains more than 1 point in the database it should allow him access to a particular folder. The data in the 3rd party website is sensitive, and my members password to that site cannot be given out. So I will need a program who has very good experiance in this field, to write the script, and let me test it out. I will give you details as to the layout of data in the .cvs file etc. If you accept paypal 100% will be paid after completion.
