MYSQL CHARSET PHP GURU

I move my webiste to a different hosting company only to notice that some of the charakters are not appearing right on the site and some features of the site (the review) is not working as a result...

For instance:Currently I can see a "?" instad of the letter "ő" etc...

I am looking for a mysql, php guru who can fix this and explain to me what happened.
