set up program for game package

Enclosed is a partial game collection. What I need is a program that I run that creates a setup program so when someone runs it even if they do not have Visual Basic on their computer, it will install all the necessary files so the game package would work. Cannot use the deployment that came with Visual Basic because the setup is not just one program but a bunch of programs into one. Should be set up where a person chooses all the programs to include. If it needs to know what dlls and ocxs are needed, then that's fine also. Then after selecting all the programs and files, then it will create a file called setup.exe. Should have an option of whether when ran from a CD that it would autorun or not. If checked, then if the [url removed, login to view] is burned on a CD and someone puts the CD into the drive, it would autorun (installing the programs). One choice when creating the set up would be to choose the name that would show up and also choosing where to put the files. Default should be C:\games

If the directory is not there, then create the directory when running the setup.exe. There are other games that would be included with the setup but its not there. However, if I later add additional programs, I should be able to add other programs to the setup. Would like it so whatever was done, it saves the results so I can just update it later (in cases where I add other programs or make changes to existing programs). In this case, all the dlls and ocxs enclosed is what would be used currently. The database file needs to be included as well. After running, the programs must then work (the same as it would if they had Visual Basic on their computers). The program can be done in any language. However, let me know first what language would be used for this. Let me know if you have any questions.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
