web streaming

I am creating an inexpensive web based radioand I'm looking for some sort of web program that we can do streaming video through our registered client web cam and have it be real time on our website.

I want the client (music artist) to start the camera and have it start broadcasting live through our website to visitor in our website. Along with the video, if the user has their speakers turned on, then they should also be able to hear client (artist) talk... it will be like a chat show but client will chat to the music artist live and see the artist image stream live back and reply back as well. It will be a clone like these The url sample [url removed, login to view] or [url removed, login to view] Note: This is not an adult website is quite the opposite it is for music artist forum get together. So the music artist will reply the girl you see in example.

I don't have a lot of experience in this area, so you'll have to tell me what the best options are. Visitor to the site can chat and see the guest speaker or artist live (small screen) but they must registered and buy a token(connected to pay pal) for them to use the VOIP, Messenger and watch the artist live(bigger screen).

Really my site is a web radio station but I do a lot of show life with artist which visitor can watch. My web radio station will be stream live and be a clone like [url removed, login to view] with support via win amp, media player or real player.. with a live stream. I want a FLASH player that can successfully stream the radio station over the internet for multiple users (optional) Back end content management is a most to control the web radio station.

Visitor will be allowed just like the punkradiocast to listen life on new release track or pre-recorded, so you'll see what I'm talking about. I need clear, simple instructions on how to integrate these elements into all the individual websites I create for my broadcasters

Most of the time the net radio station will play a default random play list which is hard coded on the media server.

I need to have a web control panel for my artist to registered their details and able to connect to their webcam with their various ip address where people both on broadband and dial-up (slow) connections can view both live and archived video.

I have domain/website that could host the webpages in a special video section, or they could be hosted locally by the individual streaming machine.

I want full control of the radio, and I don't really want it to turn out just to be an MP3 Player on my site, I'd like it to:

Preferably all coded in asp, visual basic, html, Access and tested on IIS but not required

I'd like to be able to change things like, what song is playing, and make like a playlist of songs to play. I'd also like the option to stop the radio, of course; start the radio. As well as pause the stream (or complete stop, doesn't matter to me -but) I want to be able to instantly play something (like a pre-recorded MP3 with a DJs voice or something, like "Sorry But stream Is closing till tomorrow!" or play ad messages, etc, and then resume stream. I'd like this to instantly take affect and not wait till after the song is done. Also, as for that part, and for changing of the songs, and for while each song is playing, I want everyone to hear the same thing.

I feel like I typed a bunch of nonsense now, and everyone is probably confused, however I don't feel this is a HUGE job... shouldn't be that hard.. basically a web based radio.. is only the show will look like [url removed, login to view] website.
