URL-dependent Active state ASP tab-view & styles control

Hello and thank you for your time. Canned bids will be summarily incinerated. I need some scripting, ASP VBScript, done to control a tab-style menu, as well as sub-menu vertical navigation. Basically, the scripting needs to indicate which area of the site the user is currently in by changing the styles on both the tab as well as the sub-navigation. Please see the attached drawing instructions for reference. If you have any questions please let me know. Buyer will receive exclusive and complete copyrights to all work purchased.
