Need Expert MYSQL/PHP Coder - Long term relationship

We have been in the IT business and outsourcing IT work for the past 10 years. Most of the good vendors/developers that work for us are still working for us. I am in need of a long term developer or company that can do PHP/MYSQL projects. The majority of the issues I have faced in the past is many developers either do NOT test properly or go from beign extremely reliable to poor communication. I have a few projects on the table right now (I will provide further details in PMB) and need a very talented developer. What is likely to happen is that I would hire the provider for one project and if all goes well they would be considerd fo future projects. The requirements are simple and as follows: 1) Extremely talented and experienced in PHP/MYSQL. Please indicate the number of year of experience in your bid. Other skills are a plus. I do realize that most developers know how to code in PHP. But I am lookiung for ones that use proper and efficient coding techniques. Prove yourself to me 2) Very reliable in communciation. Someone who is able and can consistently get back to me very quickly. Reachable by phone is a plus. 3) You are experienced and are effective in whitebox and blackbox testing. I only want dvelopers that know how to test every aspect of an application with the goal of breaking it. I am tired of testing projects and finding lots of bugs after a developer claims it was tested. I am looking for a developer who can stand by their work and agree to a cost per bug found. And I do realize the difference between a change and a bug. I will not even consider any bidder with less than 10 posted feedbacks. Please only bid if you can backup your abilities as per the 3 requirements above. So these skills are crucial as well as your pricing. So indicate your hourly cost. Obviously future projects will be quoted on a turnkey basis, but I need tro know average pricing to get an idea. This can be the start of a long relationship. I am not looking for a one time deal, but a long term relationship. In the PMB I will post the details of one project which you can quote on.
