A document management CMS is required to allow different groups of companies with similar interests to share information. The establishments will be grouped into areas, and each area will have its own menu with documents and pages that are relevant only to it.
Using XHTML/CSS for position and design (all templates provided), and PHP/MySQL for system functionality. AJAX used for front-end administrations and editing tools.
Admin Accounts - Two levels of admin access - administrators and editors. Limited admin tools available to editors.
User Accounts - Four levels of user access to the system. All pages and documents gradable via the admin tool.
Document Storage - Admin will be able to upload and store documents to create document list pages (similar to DocMan).
Event Calendar - Admin will be able to add calendar pages.
News Articles - Admin will be able to add news pages.
Contacts - Admin will able to add Lists of Contacts.
Document & Page search - Search for documents by title, description, release date etc. Users will only find documents that their security level allows.
Skins - Members will be able to choose from a selection of colour scheme stylesheets (provided).

The system will be a CMS that is simple for administrators to use. The admins must be able to easily add different types of pages and arrange menus. They should not need to log into a separate admin panel to do this as the site modification tools should be available on the front end to anyone who logs in with admin level permissions.
We have a clear idea of how the website will work. In fact, as we are also IT proffessionals we have already applied the CSS and design.
We need the admin tools to have the names that we have chosen. Admin users should be able to add top level categories and sub categories, and within the sub categories they should be able to add pages for which they choose a page type:
An administrator should be able to create a page that has a list documents for users to access that can be found either by a search, or by clicking on the relevant menu and sub-menu to find the page.
As we stated we will provide html and css templates for all aspects of the site. No design is required, you must be able to integrate the functionality with the html and css provided. Some examples:

All of these pop-up admin tools should use AJAX to ensure smooth and clean transitions.
