217371 bulk emil- not spam help

I am looking to get some conulsting or setup of a server that can mial out between 50 - 75k records a day, and not get black lsited or cuaght in filters. This is a short term project as far as mailing, just to clean out databse. I am aware i will need rotating IPs, a good server, mailing program, etc. IC an do DB work if it is Micrsoft but I need help finding a server and with choosing a mailer that can handle what is need, as well as setting up how to rotate IP's. I need someone experienced in this. You can either bid to set everything completely up for me, and show me how to use it, or you can quote me on consulting, and providing me a step- by -step guide on what host to choose, what program, how to set it all up, etc. Thanks
