Pin Authentication system for online transaction

This is a project that will require secured communication with the host financial institution I believe.
We need an authentication system that will read contents on a CD in the users drive, which will serve to verify A. that CD is in drive and B. to read contents of CD. Open second session with pin verification which will be matched to the db information related to the cd info, return a yes or no to the merchant site from which initiated.

in terms of overall process, if that clarifies.
Successful bidder must be familiar with ISO standards for financial transactions and data exchange. This must be a secure method for authentication.
Further clarification. This is designed to use a specifically encoded CD that account holders will use in their PCs at home or work, etc. via the internet in a secured transaction concept. There are some other components that make this unique but the basic concept is based on data stored on a cd that will be accessed to authenticate the account/cd holder.
Here are some files (zipped) of the process flow, the two files named "VIA" are photos of the verified by VISA pin code verification to give an idea, and the txt file is a process concept that will hopefully clarify the concept. The "securit" file is a txt file with more detail of a possible scenario with some basic programming structure but certainly not the final product nor even a script that has to be used but is given to provide more detail in terms of what we're wanting to accomplish.
