This is not a proposal. THIS DOESNT WORK AT ALL, UNLESS YOU HAVE ACCESS TO THE OPERATOR CORE NETWORK (MME, SPGW, OCS, PCRF, EDR), these are the places you can find the IMEI . and no one has these access except for the operators. Triangular and other methods for LBS need lots of integrations in the core network to work.
