Opencart custom module needed

I want to add a module to the shopping cart layout. This module should show products that are selected in the admin (similar to the featured products module). The main function of this module is upselling. When a customer hits the add to cart button of a product in the module the product should be added to the shopping cart and the shipping cost should become free. So by adding the product the customer gets free shipping.

I'm not sure how much work this is, so the budget is negotiable. We could discus the project further on skype. Let me know if you're interested!
