Build an automated order and landing page

Hello,
I need to build an automated restaurant order and landing page.
Budget 15.000EUR.
for our new project, we are looking for a tech product, where restaurant owners can sign up and set up an online shop for food delivery within minutes.
The restaurant owner would sign up, fill in the information (such as an address, delivery area, name, logo), and add the food menu (categories and products).
Next to the food menu order page, the restaurant would have an automatically generated landing page.
In the first phase, the product would be available on responsive web (mobile, tablet and desktop).
In the next phases, more features will be implemented.
The food order page and landing page need to be SEO friendly (server-side rendered).

I already worked on this project with a company, but we split the work since they didn't match the needs.
