Keno/Lottery System - C# Only

I need an experienced software engineer to develop a Keno/Lottery style game in C#. It needs to have all the features of a full-blown application, but be accessible through a web browser. The project will consist of 4 sub projects. The “Order Entry” application will place orders, cancel orders, pay out winners, and have some reports that can be printed. Each order should have a bar code that corresponds to the order number, and should be printed on each order ticket. The barcode should be able to be scanned to check for winnings and payouts. The second application will be a “Management Interface”. It should be able to post the winning numbers, create games, create user logins, set global settings of games, and run/print accounting reports. The third sub-project is a “Dynamic Web Page” that will display the progressive jackpot amount, promotional information, and the live results of the drawings. The last sub project is the “Database Design.” The design should be scalable and very optimized for Microsoft SQL 2000. Use of good indexes and stored procedures is necessary. Please only bid if you are very proficient in C#, MS SQL, and can complete all facets of this project. The winner of this project will be responsible to provide all the code for this project in C#. The code will be tested, debugged and verified by our on staff programmers.
