SQL server Agent job depedencies

I need to create SQl job dependeicies.
Lets say that I have JOB A which is dependent of JOB B
I need a SQL code to run as first step in job A, which will check the status of JOB B as:
1. if job B was finished successfully then start go to second step (meaning continue executing job A with successful execution of step 1)
2. If job B is running still then send email that JOB B is still running and Add delay of 10 minutes and after that again check status. This is should be a loop 3 times. After 3rd iteration of loop if JOB B is still running then fail job A with error that JOB B is still running
3. if JOB B ran and failed execution then fail JOB A and error out that JOB B was failed earlier
4. if JOB B was cancelled by a user then fail JOB A and error out that JOB B was cancelled
IT should be a procedure that takes job name as parameter (JOB B) and do all those thing. Kind of portable procedure that can be a step 1 to any other job and provide depedencies
