Flutter and Firebase app

I need a Flutter and Firebase expert to help me build a simple Firebase app. This is first part of a large project and hence will also serve as a test for finding the right freelancer for long term. The app will include this functionality:
- User signups (all functionality related to it)
- Setting up background jobs for sending periodic emails after running processes on the DB
- Simple messaging and inbox
- Backend admin console with abilities to activate/deactivate users, send messages to them, release site wide updates, etc.
Since this is the start of a large project I am looking for a person who knows the best practices of working in Flutter and Firebase. We will start with a web app and later on build the mobile apps for this. Lots of work to do after this. That will be done under subsequent projects. Please don't send me a generic response.
