Build a Website

I want to building a learning site web application where educators can upload content and learners can access content on any discipline. This site should have a learning management system that administrates tasks on the site. i.e. When a user comes onto the site the first thing should be that they are evaluated to see what level their knowledge is and the LMS then crafts a specific curriculum that best serves the needs of the learner. I'd like to use Django as the framework for this application and SQL as the database. I have a document where I have outlined in detail a sitemap detailing all the pages that I want to be present on the site and the functionality that I want to be present on each site as well as included mock ups of how I envision the site to look like. I am going for a vibrant clean looking graphic user interphase, so something that looks classy and also inviting. Feel free to play around with the design beyond what my mock ups show. See the attached document for a more detailed description. Ideally, I would like to launch an MVP version of this on the first of september. I already have content to add on there and class begins on the 1st of september for a college in the U.S that I want to use the site. I want top notch quality and also build for scalability. I expect to scale! As for the hosting options, I had gotten an IXwebhosting account but I don't know if that will work, they were saying I can't add Django on there. So I can get a VPS on digital ocean. If you do a great job, I have more projects lined up and also I would be looking to work with you long term on this project too.
