Build a MySQL site with specific queries

We’re a start up and need some basic functionality to help us do our job. We need a MySQL site built, with the ability to make specific queries in any combination. Ideally these queries will be generated by drop down menus with pre-determined options.
For example return entries with “a” or return entries with “a” if b=>3 or return entries with “a” if b=>3 between these dates where c<10>3.
The database is small at the moment but will be added to daily and eventually hold about 10k lines of data when finished, with about 50 columns. The data in the cells will be numerical and text. It is manually entered at the moment.
Functionality is more important than jazzy looks for now.
The MySQL database will need to work with R language for analytics and C#.
We will provide a detailed wire frame of the queries and would like to discuss estimated time to build with the developer we choose.
