Nama Karoo plant app

I am from South Africa and work as a botanist for the Department of Agriculture. I live in the Nama Karoo biome and as part of my extention services wanted to provide farmers with a mobile app to assist them with farming activities.
I compiled a project proposal (attached file) and TurtleTech (a small startup company) developed Phase 1 of the Nama Karoo app for me (available on GooglePlay. Search for: Nama Karoo plants). Phase 1 of the app was developed using Flutter. It is basically an electronic book showcasing plants growing in the Nama Karoo.
When wanting to start Phase 2 the owner of the startup informed me that the company is dissolved as he took up a job in the Netherlands and won't be able to further assist me.
Currently I am looking for someone to develop Phase 2 of the app for me. It involves the incorporation of a Veld Condition Assessment function. I would like to include two different methods i.e. Ecological Index Method and Scorecard Method (file with info on the two methods attached).
I have approached two companies in South Africa in this regard and attached are the scopes that they provided to develop Phase 2. Apparently Flutter is not a good platform to use and both companies indicated that Phase 1 would need to be "rewritten". (I attach the two scopes).
I would like the app to be available for free on both GooglePlay and iOs platforms.
I know nothing of IT or computers......and do not have a very big budget to work with :-)
