Need Mobile app to connect to API website application

This is the scope for the web application that is already being built and is almost finished. By reading the attached scope of the web dev you will see what is needed for the native app. I need an app now to use push notifications and connect to db instead of using sms. The online app uses sms. The admin back-end will be administered on the online application. I will also attach the pdf mock-ups to give a better idea. I am on a budget and do have a price in mind. I would like custom skins and not the default. I will have you work with a back-end developer to figure out correct end points to be in sync. Anybody can make a terrible app and put it on the market.
