Azure Function to Publish into a GCP Topic

Job Description:
Create a code for the Azure Function doing the following:
- read GCP Service Account credentials from Azure Key Vault secret "gcp_secret"
- publish into an existing GCP Pub/Sub topic "gcp_topic"
The access to the platform will not be provided, so you will need to test it in your environment. Ideally the code should work via copy-paste. We might also need an assistance during the testing phase.
