I have read through the requirement. We had developed something similar for an Australian client for windows. It was a desktop application . I own and manage an IT company and have an inhouse team of designers and developers. I assign projects to my team while I personally coordinate and communicate. I take up sole responsibility for all deliverables. My team includes web developers, client server applications developers and we have developed very complex and custom applications for varied business profiles. The project is extensive and challenging but doable. I would not suggest MS Access as database for this software as it has limitations. Depending on whether you want to go for web based or client server application, I would suggest MySQL or MS SQL as database. Web application will involve domain, hosting charges.
