I am starting a space start-up, and therefore, I need a rocket built capable of sending 1 Tonne of Payload to Low Earth Orbit at a low cost.
It needs to have a self-landing system (either controlled parachutes or rockets) so it can take-off again, be maintained, fueled and launched again at a low cost.
The payload area needs to be large enough for multiple CubeSats or 1 large satellite.
Due to the fairly low budget, parts should be done with a minimal budget (without sacrificing quality) and problems should have simple and low-cost solutions, not ultra-advanced and expensive systems which solve the same problem.
A low cost, yet powerful fuel needs to be used. My suggestions are to use Liquid Oxygen and Alcohol as the propellants, although, alternatives can be picked if they are more reliable.
