Need help with Building a Magento 2 Module

I'm looking for a Magento 2 Developer to create a few Magento 2 Modules as I am also developing in Magento 2 and need additional team to help.
This specific project is to create a single Module that will apply a 50% off Cart Price Rule to the Single Highest Priced item within the cart. (All other items in the cart would not receive the 50% discount).
In your bid, please provide Developer Estimate of Time to complete - I am looking to have this module completed, tested and installed this week.
Kindly note:
This project will not provide you access to my private magento2 instance. Please do not ask for cpanel access. Magento2 does not run with cpanel and your Bid could be discarded for this project.
You can download Magento 2.4.1 to your own laptop (or server) for you to write this module.
