Simple Magento 2 module make api request after an order is placed

I need a magento2 module creating that uses an API to check the buyer is over the age of 18, the API simply returns FAIL or PASS, i will give the test credentials to the chosen freelancer. Here is what the module needs to do:
· On setup of module a custom attribute is created called is_age_verified default to “yes”
· when customer places the order Api does the call, it will respond with “FAIL” or “PASS”, if it fails then the order still goes through but the status changes to “on hold” and an email is sent to ADMINEMAIL to inform them of the customer email that has been declined by the api. The is_age_verified attribute is set to “No”
· Send the customer an email to let them know they need to email customer services with proof of age
· Log every request into a custom table called age_verification, whether is a success or fail with the email and customer-id
· API keys should be set in the admin panel and should not be hard coded in the module :
in the admin panel under a new "Age Verification" tab:
user api key:
password:
testmode: (true or false)
email to send to: (this is the ADMINEMAIL abive for when there is a fail)
