Item-to-item collaborative filtering recommendation engine

We need a basic item-to-item collaborative filtering based recommendation engine for video views. You could use one of the existing open source tools like Weka or build something from scratch. We are looking for a basic version with basic clustering based on number of views (and no other parameter) - we will add boundary conditions and other customizations per our requirements later - but at this point looking for the bare-bones basic implementation of an item-to-item collaborative filtering based recommendation engine.
