RADIUS SEARCH using Longitude and Latitude or ZIP CODES Comparison

I have USA file of all zip codes and the file also contains the longitude and latitude.

I have a Linux Server that uses PHP.

The service I am looking to provide is Food Delivery. I have captured in my database the zip code of each of the Restaurants and also the number of miles radius each restaurant is willing to deliver to.

I also captured in the database the zip code of the resident that is ordering the food.

There are many restaurants in the Directory and the user wants to simply SORT the restaurants to only those that will deliver to the residents zip code.

There are many API services that will do this now but they charge per query and I want to build the code that will do this without paying API.

So if resident says SORT BY DELIVERY it just gives the resident user all the restaurants that will deliver to that resident.

CAn you do the coding either using the comparison between the zip codes or longitude and latitude of each. We do know the physical address of both the Restaurant and the residents that are ordering the food.
