Puppet code to install a .deb package on Ubuntu

I need a complete manifest code to simply install a .deb package on an ubuntu box (agent)

instantiation need to:

1) get the package from an S3 bucket

2) pass serial key from sercret manager in AWS

3) Pass group Key from secret manager in AWS

puppet should check for the installation and if existed should not run it again
