1) First you will be moving Windows VMs, cPanel DNS cluster, cPanel and plesk VM's and windows plesk VM's to new VM or container in Proxmox
2) After that we need to setup Proxmox with Ceph in the freed virtuozzo nodes.
3) Then move early migrated Proxmox VM's to newly setup Proxmox with Ceph storage
4) Then maintain all VM's and containers in ticketing matter
5) Enable WHMCS module
6) Handle Miktrotik Router and networking related
