Need something similar to CC Proxy but for Linux (Centos)

Hello,

I need to use something like CC PROXY on Window which allows to allow other people use my linux VPS machine's internet connection as a proxy.

I should be able to allow access based on IP ADDRESS of the client OR based on USER+PASSWORD that I will create. I prefer the IP based option.

The person will be able to use my linux machine as a proxy with by using any proxy client on the market.

Ready to use options are welcome. I use GNOME on Centos.
