Laravel - implement a themeforest template, views and routes

We need to implement a new Laravel template from ThemeForest, create some basic pages with default content, provided by template, no need for custom designs / changes at this moment.
Just need the Views and Controller files created, so that URL work and user can navigate through pages, NO NEED to create models/registration process/validations/database connectivity/etc. We need to use this as a proof-of-concept which will LATER be used to develop the app.
Use the proper Laravel development recommendations and application structure is important. The result will later be used for developing the app.
We will provide:
• Web server for development – With access to: FTP, SSH, Apache, MariaDB
• Laravel clean install, no existing app/content
• Template in zip, including documentation
Expected result:
• Working websites
• Links on buttons and menu pages, that take visitor to specific view content
• Propper implementation of the template, using Laravel structure, that can be later used for developing the final app
• Using default template content & design
• NO registration process/validation/database connectivity needed
