Customise a system in Laravel to add some features

I have an existing event ticketing system created in Laravel. I want to add someone to customise the current system and add some of the features (where they are not already there).
Existing system

We need to implement these features
Seating arrangement (either on/off by organiser)—select seats like bus or stadium
Timer for booking a ticket (once added to cart must finalise before x minutes)
Discount coupon
Reschedule booking (with some rules like hotel booking possible up to before x days or hours)
Refund management (manual, ask for a refund, accept or deny)
Allow Ticket booking embedding in third party website (maybe using iframe like youtube video)
Import address and send a free ticket to emails
Change theme
Note:
It should be extended in such a way that it is easy to manage new updates/well documented
The system is not that big and well written, and you can see the demo of the system fully (from the above link); however, we cannot transfer the code before awarding the project. We can only share one-two file and file structure screenshots if needed. You will need to estimate, and quote based on the demo link.
After customisation, the original system should fully work. Existing features should be available or should not be broken with no errors.
Priority to a freelancer who can do it faster (we need it asap) and need a periodic update. Please make sure about the requirements before you bid. Cost and timeline agreed before the start of the project. It must be completed on the agreed deadline. We take the deadline seriously. Please, discuss all your conditions, limitation, requirements, etc., before the start of the project or the agreement.
