153124 Joomla Template css tweaks

I have a small project that needs some adjustments- it is a joomla template that I wrote- it works- pretty well- just needs a little tweaking for the client- its really close to being done- maybe 2 hours of work tops. Nice bit of change if you want to do it.

Here is a list of changes:

1. Silver band at top should be taller

2. There should be no background visible between the top silver band and the menu bar

3. The menu bar should be taller. Menu backgrounds need to be tweaked- can use suckerfish if you would rather-

Finally, while I know one of the screens has a light blue background, I think we'd prefer for the main background to be white. I think that will make our content pop a bit more.
