Implement HTML5 animation using the greensock.com library

I need a someone to implement a progress bar, which will later be used in a bar chart. The animation should start from the current value (0% if no previous value is set), then without acceleration move to the new value and about 20% further than the new value, and with very fast decelleration and accelleration move in the opposite direction towards the new value, but again go 5% past it, and then with very fast decelleration and accelleration move in the opposite direction towards the new value and, then stop at the exact right value. The progress bar will be horizontal and not veritical. The animation needs to be perfectly fluid, also on smartphones. In your bid, please make a rough design (in something like photoshop) on how the progress bar should look (colors etc.). I will pick the lowest bid (below 100$), with the best design. You are welcome to use the progress bar you create here as a part of your portfolio. If you do well, I will have much more design, I will ask you to do (iPhone app and web site with interactive elements). The text below the progress bar should be: X% ferdig which means X% complete. Your code in the end must be easy to maintain for other developers later, which means that it needs to be of very good quality.
