We are using a lightbox Javascript with CSS that works correctly with:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01//EN"
"[login to view URL]">
We need the CSS and/or script modified so that it works correctly with this doctype instead (we cannot change our doctype):
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
Examples (both links are the same exact html, only the doctype is different):
In IE8, the link at the bottom opens the lightbox centered and the background scrolls:

With <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">, the same file opens the lightbox at the top, the background doesn't scroll, the grayed background is only at the top:
