Create an interactive blog (Russian language)

Create a robust interactive blog for a Russian author. The blog will essentially be a platform for promoting novels that could be downloaded directly from the blog for authorized users. The main purpose of this blog would be to generate critical volume of visitors in order to create some hype about the authors novels. The blog has to be a participation platform in where visitors can exchange their opinions and thoughts with the author. The author will publish various articles on daily basis into the blog. We need someone who is able to create a very user friendly interface that is "easy on the eyes" and that can generate enough visitors. We'd like to differentiate this blog by its superb Web 2.0 look and feel. Lastly, we would prefer a web developer with knowledge of the Russian language and culture. Given that this will be tailored to Russian readers we will need someone who is familiar with the ways to attract readers from that demographics. Thank you!
