OpenMeetings UI Customization - repost

Hello all I need openmeetings (open source web application) to be customized. I want to change its user interface completely as shown in the attached file. Those who are having their hands in dealing with open sources are most welcome. The OpenMeeting can be downloaded from the following link:

Also I want it to be integrated in our existing web service which is running on windows based server. YOu must be capable to integrate it in existing web service/ web application.
I will consider only them who will bid with the detailed technical documentation including strategy, team size, time frame, project estimate, etc.
those who will bid without prior documentation will be considered as spam or time wasters.
