Emulator of mobile app

Looking to create an emulation of a mobile game to create private servers. Similar to the World of Warcraft and Runescape private servers of yesterday. My goal in this project is to enable players to access the game on PC, iOS, and Windows - or some combination depending on what is possible. I’d like it to have in game admins and game masters, and the ability to change the cost of leveling up, creating unique events, etc;
