Dynamic Display Ad Building Software (Read Details PM with Questions!)

I need software written for my agency that will take a car dealer's website inventory nightly via scrape & update or hosted CSV and use it to create Search and Display ads that link back directly to the inventory page on the car dealers website when clicked. (see examples from companies that provide this service already below for better understanding) Account Based - Agency user will need to be able to create an account for each client we have. Each client's account will have their own inventory feed or website to scrape and will need to host its own standardized inventory CSV in the Google Feed Template format that will be overwritten using autocron nightly. Each account will use feed to create ads and each account will need to be able to be used as a 3rd Party Ad Tag to serve the Ads in AdWords and Sitescout by Centro. Scrape Mode - The software will need to be able to scrape inventory data from multiple website providers that use different formats and fill it out in a standardized format such as Google's Feed Template. To use this feature I should be able to enter URL, select from dropdown the website provider and then the software should scrape inventory into a hosted CSV which I could download if needed. Once Inventory has been successfully scraped autocron is set to scrape and overwrite data from night before. Rows that are removed during the update will be added to a "Sold Cars" CSV. Inventory Feed Mode - If Hosted Inventory Feed is available to my agency the URL of where the CSV is hosted should be able to be entered into the software. Once the software finds the CSV an option to "Match Fields" is presented that will allow agency to match the fields of the Inventory CSV to the fields in Google's Feed Template. Once agency has matched up the fields of the 2 CSVs agency user should be able to click import and a standardized CSV is created, hosted and available for Download if needed. Once Inventory has been successfully added autocron is set to pull data from feed and overwrite data from night before. Rows that are removed during the update will be added to a "Sold Cars" CSV. Once inventory has been added to software the software creates HTML5 display ads using templates (You will be designing) in conjunction with the data/pictures from the inventory feed. Ads must be compliant with both Google Adwords and Centro Sitescout's 3rd Party Ad Tag policies.
