Build a Website

I want to build a nice clean and fresh looking canadian website that escorts can advertise themselves with a profile according to there city. there will be links for each city, when I first start I can just start with a few major cities, and help build it from there. There will be a free section (simple no pictures) , then a a section where there are featured ads and banner ads which I'll have a rate set. I'm looking for someone who is well versed in building a website as I have no experience with this. I'm open to negotiation of price as I want quality and I hope for someone who can continue to work with me on this as it expands. I'm willing to pay flat rates for service or negotiate a percent pay with contract where you can also get a percent of the revenue of the advertising. I'm open to suggestions on how to moderate this. We can start very simple and expand it as traffic comes. I'm looking for someone with expertise on building start up sites. Perhaps if your the web builder you can suggest I outsource the logo design if that is not your strength. The website will be a business of advertising. It would not represent the advertisers in any way and I would have a Question/About section that would explain that. (Under the new laws in Canada no website can advertise ANY sexual services, this use to be legal but as of December 2014 the laws in Canada changed. You can advertise any non sexual services and use the word "escort services", so I will be moderating to make sure the advertiser uses appropriate profile description and language for their service) Pictures posted in clients ads will not be allowed to show genitals. There would be a link to how to pay and fees based on what individual profile(free or featured)/ business ad you post (featured or banner). I'm not sure this will take off so I want to start economically and not try to build at the appropriate rate of the traffic coming in. If you are into helping me with this start up, I will only be in contact with those that introduce themselves by explaining what they feel they can offer for their bid. Please only bid if you have experience building websites. I don't have domain name yet. I will just need some guidance there and will follow what suggestion you have and of course that will not be included in your rate, I'll pay those fees. If my budget set is too low feel free to still bid and tell me your rate. I have no idea what this will cost to get started, so guessed but may be out of the loop.
