Logo Design From Picture

Hi, I have a picture below that I would like to turn into a logo.
Finish product:
1. Need to be in vector format such as Illustrator (.eps or .ai)
2. Two version of the design: one color such as black, and one in full color
Please specify turn around time for this project in addition to cost. This logo will be used in a "mom and pop" local restaurant who I promised will give them a new logo for their location.
