Hi - the draw spike is the whole engineering problem, so that is what I would design around. At draw time everyone arrives in the same two minutes. You cannot serve that from a database. Result pages get statically generated the moment a result is parsed and pushed to a CDN edge, so the spike is served as static files and your origin barely notices. Zero downtime then costs you very little, because there is almost nothing to fall over. Scraping: each state publishes differently and changes layout without warning. So every scraper validates what it parsed against expected shape - date, series, prize tiers - and refuses to publish a result that fails, alerting instead. Publishing a wrong lottery number would destroy the trust the whole site runs on, so a missed minute beats a wrong number. Instant indexing: IndexNow ping plus sitemap update on publish, correct schema markup, and result pages that exist at predictable URLs before the draw so they are already crawled. On ranking number one - I will build the technical foundation that makes it possible: speed, structure, freshness. I cannot promise the position itself, and anyone who does is guessing. If the scraper is a minute late or the server buckles right then, the ranking goes to someone else. I've spent 8 years in software engineering and led a data team for five years running production data pipelines on AWS. For the collection side I work in Python with Scrapy, Playwright and BeautifulSoup. For the API and web layer, Node.js and TypeScript, with PostgreSQL for storage and Redis in front of it so the draw-time spike is served from cache rather than the database. Docker and Linux for deployment. One question before scoping: do you already have the official source URL for each state, and do any of them publish results as PDF or image instead of HTML?
