Para la aplicación propongo desarrollarla en Angular y para el backend puedo desarrollarla en Nodejs pero recomendaría considerar Go lang ya que es de muy fácil despliegue tanto en la red local como desde internet sin requerir instalaciones otras dependencias de software sea en Windows o Linux Eb base a mi experiencia con aplicaciones a medida estimo 5-7 días para completar esta etapa.
