We have seen the numerous examples of flash video chat (lots of free stuff published by Adobe et al) and inexpensive stuff you can buy, but we have something very particular in mind. If you think we can use one of these and you want to propose one of these and install and configure and get it all working, that is fine with us. However, we think we will need something specifically developed (potentially with some of the stuff we know is freely available). Please only bid on this if you have experience with FMS.

It will work this way. A moderator will start a session. It will have a session ID. People can joint the session (do not worry about security at this point - it is not in the scope of this task. For this prototype, we can default images,etc that would be connected to users that would be part of the login process.) Each user may (MAY) be connected with a webcam.
Questions get posed in a text box as the moderator is talking. The moderator can select the next question to answer. When they do this, the question gets put in the current question box, and the user who asked (or wants to ask) the question's webcam is enabled to publish to the question asker's box (see the ppt). They can interact with the moderator and everyone viewing the session can see/hear. If they do not have a webcam, their image/avatar is displayed there and the moderator answers based on the text.
