I need an executable program that converts pdfs to browsable swf files. These swf files should be similar to the swfs files produced by the following services:

There are a few open source projects that try to duplicate these services. ([login to view URL]) However, these open source projects are incomplete and are unavailable for licensing.
Instead, I would like a freelancer to implement this program for us. You may use existing pdf-to-vector converters. Any external libraries that you use must be available for commercial use. For example, VeryDoc's pdf2swf converter ([login to view URL]) would be an acceptable converter to use.
Because there exists several pdf-to-vector converters on the web, all you need to do is create the program that adds the embedded flash-browser.
