EXCEL: Automate the fill of a series of cells in an existing Excel spreadsheet

I have attached a spreadsheet that I would like to automate. I think this is a *very* simple VB task, but I would be happy to see a simple formula based solution that does not use VB as well.
When I change cell M17 in the attached spreadsheet, the output in column O19:O37 changes as a function of two pieces of information: a Frequency formula (located below at G95:G115), and the sum of three data points B17:B19.
I want to duplicate this behaviour in the columns of cells S19:BU37 by using the individual data points in S17:BU17 to create the output of each column immediately below that data point.
For further clarity,
S17 will generate S19:S37 in the same manner M17 generates O19:O37.
then T17 will generate T19:T37
then U17 will generate U19:U37
etc...
I suspect there is a really simple way to do this, and I am wondering if you can help me with this project?
