External Displacement Sensor

I need a sensing mechanism to measure Horizontal or Vertical movement in a remote antenna. The movement is rare but I need to get alarmed whenever a substantial change happens.


The Antenna is mounted on a cellular tower and may shift from original position over time. So I need to measure relative movement in any two directions: Angular motion in degrees in horizontal position and/or angular motion in vertical direction in degrees.

Horizontal motion is possible between 0-90 degrees

Vertical motion is between 0-20 degrees.

The accuracy required is 1 degree.

I need someone familiar with sensors and electronics design to provide me a design using standard off the shelf sensors that use very low wattage since the design is going to use either battery or solar power.

The sensor will be outside in the rain wind hail etc and so should be operable in bad weather.

The output of the sensor should be digitzed and sent over the air using a PDA/cell phone to a central web server that will show alarms on a website.

The cost and size per sensor should be minimized.

The cost has to be below $30 per sensor.

Essentially you are helping me choose a good sensor for this application.
