Li+ion battery charger circuit

I am looking for a schematic design (EAGLE format) and working prototype for charging Lithium Ion/Lithium Poly batteries. The batteries are single cell [url removed, login to view] batteries [url removed, login to view] fully charged.

Safety protection IS A MUST in the design.

Must comply with the following:

-rohs compliant

-Vin 5 to 24 DC;

-three-stage LED indicators (power present/fault; charging; ready)

Please provide a BOM and estimated cost for components.

The original charger that is provided with these batteries shows the following specs:
output: 4.2V (dc) 0.1A

Switching ability to allow USB input would be an asset.
