Format an HTML file, converted from PDF

I have a PDF file. I saved it in HTML, however it needs substantial formatting to get it right, i.e. remove newlines, remove some junk text, harmonised font type and size, etc. File is something like 70 pages (see attached). The work is to make it a properly readable HTML file.
