System Configuration for VPN Server

Dear Folks,
Please check thoroughly my following requirements. I need an experience resource who can able to do the same. Please contact ASAP.
1. Create a new Domain Server (Server 2012/2016), Create Users in Windows Domain Server 2012/2016, and given priviledge accordingly, Create Group and given permission .
2. Create and Configure VPN Server, only selected user can securely logged in it and can changes/updated the Code.
Configure the VPN config file accordingly.
3. Install and Set Up of IIS.
4. .net Setup Installation from Server Manager.
5. Microsoft SQL Server 2016 Standard,OEM, Includes 5 Device CALs, NFI, ENGLISH
it's preferable to create another DB Server along with Microsoft SQL Server 2016 Standard
6. Visual Studio Enterprise 2018 subscriptions with TFS and CALs
7. Setup and Confugre TFS Server.
